Waving placards and engaging in
debate is prohibited by federal law
on the 252-foot long oval marble
plaza in front of the U.S. Supreme
Court building.
The U.S. Supreme Court has issued a
revised administrative rule regarding
public access to the building and grounds
that prohibits "demonstrations, picketing,
speechmaking, marching, holding vigils or
religious services and all other like
forms of conduct that involve the
communication or expression of views
or grievances, engaged in by one or
more persons, the conduct of which
is reasonably likely to draw a crowd
or onlookers."
The Editorial Board of the Des Moines
Register has gone so far as to say,
"It is pathetic that the Supreme
Court of the United States would
prohibit the very activities the
Founders intended to protect in
the First Amendment."
