After the housing bubble burst in 2006 and
during the subsequent robo-foreclosure activity:

 
Cities and counties were hurting,
in part, because they had
millions and millions of
dollars worth of residential
and commercial property
"off the tax rolls."
 
As wealthy developers get richer,
the communities suffer.
