When Congress gives money
to states "as an incentive
to do something," Congress
typically fails to impose
any enforcement that the
states use the money to
do what was intended.
 
Too many states just use the money
for something on "their" political agenda.*

 
* particularly when Republican "states
rights" advocates control the state
legislature.
