In July 2006, an American Bar Association "Blue Ribbon Task Force" on Presidential Signing Statements
and the Separation of Powers Doctrine, a bipartisan commission,
found
that the presidential assertions (in signing letters from President G.W.Bush) of constitutional authority "undermine the rule of law and our constitutional system of separation of powers."
